The second story relates the frantic efforts of the CIA leadership to carry out an illegal order from the President to assassinate the King of Saudi Arabia while avoiding prosecution in international and American courts and protecting CIA from censure. The final tale is that of the chief of Russian Military Intelligence in the US, who attempts to save his career in the face of the arrest of his top agents in Washington by the FBI.
