Seemingly a good scholar in transposing EUs Equality Directives in the light of enlargement, Romania fails to make sustainable change visible. This paper looks into the reasons why on-ground results in the fight against discrimination fail to appear. With an interdisciplinary approach, it analyzes the behavior of specialized and traditional institutions, actors, EU conditionality and social response. Findings are grouped in the European Commissions recommended framework for assessing anti-discrimination policy progress. The book features interviews with relevant public servants and NGO representatives - an honest insight into Romanian policy making and implementation.
